It's just unusual for teams considered worthy of prime time nationally-televised games to also have to worry about blackouts.
It would have been extremely embarrassing for the team and the city especially.

hard to tell right now
if I had to guess most if not all of the inactives will be key players and the rest of the starters will play at least the first half.
Obviously that could change if the tackle situation is ugly. The Colts top 3 tackles are hurt, but played last week. If they aren’t going to be able to protect Peyton, they won’t risk him, and without Peyton they might as well save the rest of the starters too because they won’t win.
