What Makes a Draft Pick a Success?

Some of you read my semi-rant against 1st Round Wide Receivers.  I've started looking at other positions, but I want to ask you: What makes a successful Draft Pick?  Does it change by position?  Does it change if you make the playoffs?

For instance, Chad Pennington was the 18th pick of the 2000 Draft.  He rode pine in 2000 and 2001.  In 2002 he threw for 3120 yards, 22 TDs, 6 Picks, and was 1-1 in the playoffs.  In 2003 he missed the 1st half of the season, came back and threw for 2100 yards, 13 TDs, and 12 picks (no playoffs).  In 2004 he missed 4 games, threw for 2600 yards, 16 TDs, 9 picks, and went 1-1 in the playoffs.  In 2005 he missed 13 games and only threw for 530 yards, 2 TDs, and 3 Picks.  In 06 3352 yards, 17 TDs, 16 picks, and went 0-1 in the playoffs.  In '07 he played 9 games, threw for 1,765 yards, 10 touchdowns, and 9 picks (no playoffs).  Then came the Brett Favre.

So with a player like Chad, how would you rate the Jets' pick 18?  What value would you place on it?
