Pass Rush helps Coverage

In 2007, the Jaguars had 37 sacks. In 2008, only 29. In 2009, only 14. Reggie Nelson's interceptions in those years went from 5 to 2 to none. So is it safe to ask that getting another safety in the draft is not as important as improving the pass rush overall? Did Reggie get progressively worse over those years or suffer from a lack of pass rush? I'm not trying to help him keep his job (watching Reggie Wayne blow by him still haunts me today), but are his weaknesses just being magnified due to how much time the QB is getting?
