There’s active, inactive, injured reserve. There is a 53 man roster. Every week 7 players are deactivated which is not the same as injured reserve.

I’m getting the idea that the Jags are just keeping Roth on the active roster so they do not have to pay any more injury settlements and let these guys on the open market.

They don't have to pay an injury

settlement if he gets hurt. He’s gonna get paid the same amount regardless if he gets hurt(Put on IR).

I'm talking in the case that we have hit our max, taking into account active roster, practice squad and injured reserve

Basically, if Roth goes IR, someone is getting an injury settlement similar to Sims Walker, Estrada, the kid from the School of Mimes and a few other guys.
