Palmer completed 19-of-36 passes for 204 yards and a touchdown in three preseason games for the Jaguars in August.
With the moves to place quarterback Blaine Gabbert and wide receiver Laurent Robinson on the injured reserve list, the Jaguars filled the two spots on the roster with players of the same position. The team announced on Wednesday, the signing of Jordan Palmer and Carlton Mitchell.
Palmer, 28, was previously with the team during training camp and preseason, although he's never played a game on the Jaguars active roster before. In three preseason games, Palmer finished with 19-of-36 passes completed for 204 yards and a touchdown.
Mitchell, 24, was a sixth round selection of the Browns in the 2010 NFL Draft. He played in 16 games with the team, recording three receptions for 31 yards but was waived in final cuts after the 2012 preseason.
The signings leave quarterback John Parker Wilson and wide receiver Mike Brown on the practice squad. Removed from the practice squad on Wednesday was defensive end Ryan Davis as he was replaced with fullback Will Ta'ufo'ou.
