Jacksonville Jaguars wide receiver Justin Blackmon sat out a few OTA practices with a groin issue which eventually led to him having corrective surgery and expecting to be ready for the start of training camp. With training camp only a week away, it appears he might not be ready for the start of it, but general manager David Caldwell claims it's unlikely he'll start the season on the PUP list.

Blackmon will be unavailable for the first four weeks of the season regardless if he's on the PUP list or not, due to his suspension, but it's important for him to be in the rotation during training camp and the preseason to get a feel for the new offensive system. If he's on the PUP list, he can't practice with the team or play in the preseason.
