Jacksonville Jaguars wide receiver Justin Blackmon has reportedly been denied reinstatement to the NFL, according to Mark Long of the Associated Press.

As @APMarkLongput it, "the feeling in the building is that JB failed another test" but could be a missed test that counts as a failed test— Mike Dempsey (@md_1010xl) May 9, 2015
While initial response was that of frustration towards the NFL and commissioner Roger Goodell, the shoulder of blame shouldn't be on the league if these reports are true. Reportedly, this is either a failed drug test or a missed test, which would be classified as a failed test.
As general manager Dave Caldwell said after the 2015 NFL Draft, the team will continue to assume they don't have Blackmon going forward, and it's just another reason to believe Blackmon may not really want to come back to the NFL.
