Jacksonville Jaguars executive vice president of football operations Tom Coughlin will have final say on the team’s 53-man roster, according to Jaguars owner Shad Khan. There was some speculation that when Coughlin was hired in the VP position that he would be in control of the team’s roster, but general manager Dave Caldwell was still in position as the team’s general manager so those roles were unclear.
They’re clear now.

Khan was asked about the final control of the 53-man roster and initially noted that they would work as a team to come to decisions, but if there was a situation with a tie breaker being necessary that Coughlin would ultimately have the final say. What this means is that Caldwell, while he did get a contract extension, he has taken a step back in power and control in the front office with Coughlin coming in.
Coughlin has experience controlling a 53-man roster in his previous stint with the Jaguars as the head coach, but now his focus will primarily be on building and maintaining a roster that can win games.
